Place the cork bulletin board on a work surface. Lay the quilt batting over the board and cut leaving two extra inches around the edge. Repeat this process with the fabric, but allow 4 extra inches beyond the size of the board so it can fold over and attach to the back - 2

Squeeze a generous amount of school glue over the surface of the board. Center the batting over the board and press down firmly, from the center out to the edges. - 3

Center the fabric over the batting. Push six to eight thumbtacks into the surface of the cork board to secure the fabric. Spread the tacks evenly so the fabric is tight. Flip the board over. - 4). Squeeze glue onto one corner of the back of the board. Fold the corner onto the glue, smooth the fabric, and secure the corner with a thumbtack. Repeat this for all four corners.
- 5). Squeeze a liberal amount of glue on each long side of the fabric, folding and smoothing the fabric flat, much like wrapping a package, and secure the edges with a few thumbtacks. Work on one side at a time, as this helps the tension of the surface stay consistent. Allow the glue to dry for two to three hours, until set. Once dry, remove the thumbtacks from the surface of the board.

Use coordinating or contrasting ribbon colors.ribbon rolls image by TekinT from Fotolia.com
Lay a piece of ribbon from one corner to the other, and cut leaving three inches overlapping each edge of the board. Secure the ribbon in the center with a tack, and then other places on either side of the center. Position the ribbon over one corner, flip the board, pull the ribbon taught to the back, and secure with another thumbtack. Repeat for the other corner. Repeat this process with another piece of ribbon for the other two corners. Lift the center tack and push it through both pieces of ribbon. - 7). Cut four more pieces of ribbon, each parallel to the original diagonal pieces, to create a basket weave pattern. Use the same method for cutting and securing each ribbon in several places, on the front and back of the board. The ribbons will overlap in several places. Remove some of the original thumbtacks, and re-position them through the ribbon intersections.

Hanging wire secured with tacks works well in place of other hardware.things for hanging pictures image by Steve Johnson from Fotolia.com
If the bulletin board has hanging hardware, attach it to the back of the board now. However if no hardware was provided, you can easily create a hanging mechanism. Cut a piece of the picture wire five to seven inches beyond the width of the board. Secure the wire with thumbtacks. Fold the last inch of the wire around the post of the tack, and then twist the wire around itself and tighten it around the tack. Push the tack into one corner of the board. Repeat this process for the other corner to fasten the hanging wire.
