Measure your waist then cut the elastic 1 inch shorter than the waist measurement. - 2). Overlap the two ends of the elastic band by an inch. Sew the waistband tightly by pushing the needle through on one of the edges of the band and looping over. Stitch upwards and, when you get to the opposite edge, stitch back down. Repeat on the either end of the elastic band.

Cut the tulle into 6-inch wide strips. - 4

Pull one of the strips through the waistband and fold over until the strip is folded in half and the ends of the strip meet. Keep the waistband flat and smooth. Tie a single knot along the edge of the waistband. Do not tie the strip so tightly that it folds the waistband. - 5). Repeat tying on the tulle strips until the entire elastic band is covered or you have run out of tulle strips.
- 6). Place the skirt onto a flat surface so the waistband is in the center and the tulle is spread out. Trim the tulle until you have an even edge. For a shorter skirt, simply cut the edges to the length you want. Cut the top layer of the tulle slightly shorter than the bottom layer of tulle for a layered look and to reduce bulk.
