• All passenger vehicles, including 12 to 15 seat vans are required by the NHTSA to be equipped with lap and shoulder belts on seats next to windows. Exemptions from this rule include taxicabs and public transport vans and buses.
  
  

Center Changes

• On December 8, 2004, NHTSA regulations required van manufacturers to install lap and shoulder belts for use in the center seat on newly constructed vehicles up to 10,000 pounds. This regulation is known as Anton's law, and covers all passenger vehicles, including 12 to 15 passenger vans.
  
  

States

• Each state has its own regulations on the use of seat belts used in the rear of vans, which can include the use of booster seats for children seated in the rear of a van. The NHTSA recommends the use of child safety and booster seats along with seat belts in the rear of vans for children under 4 feet 9 inches tall, and age 8 and under.
