History

• The stop-loss policy was first used in Iraq in the first Gulf War in 1991 but became a politically sensitive issue in 2007 when the Bush administration ordered a surge of troops into Iraq. President Bush had resisted calls to expand the total number of soldiers in the Army, and the 2007 plan went against the advice of some U.S. generals and experts outside the military.
  
  

Payment

• As of January 2010, about 185,000 soldiers who served in the Army under stop-loss orders were eligible for a retrospective payment of $500 a month for each month they served.
  
  

End of Stop-Loss

• As of August 2010, Pentagon records and interviews revealed that stop-loss was on track to end by March 2011.
