The Free Education for Everybody: Is It a Myth?

THE RIGHT OF EVERYONE TO EDUCATION - IS IT THE MYTH? As established in the International Covenant on Economic, Social and Cultural Rights "Every may enjoy or freely pursue his economic, social and cultural rights" and in accordance with the Universal Declaration of Human Rights "The ideal of free human beings enjoying freedom from fear and want can only be achieved if conditions are created whereby everyone may enjoy his economic, social and cultural rights, as well as his civil and political rights.
" In my opinion the economic, social and cultural rights depend upon education in sense that without the education it's very difficult to pursue aforesaid rights.
The education for all on merit and not on economic basis could be the first step towards more cooperation, prosperity and opportunity for both States and Individuals.
It could be the revolution for the world to become better, bringing welfare and power for entire world.
There are many scholarship and mobility projects that are aimed at fostering cooperation and education.
With these scholarships, the students without economic possibilities but with merits can have a valuable opportunity to study.
Unfortunately there are many problems about this issue, for example the difficulties in visas process, in obtaining their visas once they won the scholarship.
In many cases in spite of wining the scholarship, they can't part for studying abroad due to the bureaucracy or the State's policies.
Unfortunately, there are many difficulties to give the opportunity for everyone to study free for many reasons.
For example because the State doesn't have enough money to cover free education though is recommend to do so or because of the pyramid structure of the world and its inequalities.
The question is: If everyone has possibility to study who will work on the streets and will do simple jobs? A part of this matter, I think that it's not fair that the students with capabilities and merits can't study and only these ones who have rich families or are from more developed countries can purchase their education.
In my opinion also the higher education has to be free at least for them who are really smart and who are achieving the remarkable results.
The Article 13 of ICESCR in which the States Parties recognize the right of everyone to education and the full development of the human personality also specifies in its part c) that higher education shall be made equally accessible to all, on the basis of capacity, by every appropriate means, and in particular by the progressive introduction of free education.
So my question is: if the States recognized that also the higher education shall be made equally accessible to all, on the basis of capacity, so why they create the problems to grant visas for the students with the best capabilities? The Immigration law regarding the citizens of a country is regulated by the International law and by the United Nations International Covenant on Civil and Political Rights which mandates that all countries allow entry to its own citizens.
The scholarships almost in all cases require students to return to their home countries once their study program abroad is finished.
The rule to not grant a visas for them is in this case really senseless.
The main reasons for whose the UN was created: a world peace, goodwill or to foster cooperation between nations is clearly violated here due to the restrictions of the obtaining visas for these students as the projects in which they won the scholarship aim to foster cooperation between higher education institutions that means in other words to foster cooperation also between nations.
They even arise the cultural development in accordance with the Universal Declaration of Human Rights, that recommend everyone to enjoy his economic, social and cultural rights, as well as his civil and political rights.
With the students educational exchanges programs there's a huge possibility to promote students without economic resources and give them the possibility to study.
Nations could also grow economically due to the creating future leaders in the countries where the educational system is not developed enough or is not developed in more specific research courses.
Once the students will return to their home countries, they will be able to contribute to the further development.
On the other hand these scholarship programs also promote the integration between different nations due to the exchange of the students.
In this manner the students understand the different cultures and can integrate with them.
It helps to combat racism due to the fact that if you firsthand experience another culture you are more prone also to accepted it.
The racism is for me only the pure ignorance as if you don't know another culture and it seems to be unknown to you, it's normal that psychologically you are afraid of the things that you don't know.
With exchange scholarship University programs, people can enrich their own mentalities and knowledge, see the things with in more perspectives and recognize the different values.
Especially the walls of different cultures are broken better if the foreigners are known in the University context, where don't exist priorities between different students and where everyone is trying to reach the same goal.
In this manner could be finally realised that we are all equal despite of our different cultures.
In addition it could be noted that The Charter of the United Nations in its chapter IX entitled "INTERNATIONAL ECONOMIC AND SOCIAL CO-OPERATION" in its article 55 recognize that with a view to the creation of conditions of stability and well-being which are necessary for peaceful and friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, the United Nations shall promote: a.
higher standards of living, full employment, and conditions of economic and social progress and development; b.
solutions of international economic, social, health, and related problems; and international cultural and educational cooperation; and c.
universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.
The higher education is supported also by the Education charter International that is drawn from the Higher Education for Better Sustainable livelihood UNESCO, Declaration of Higher Education for Twenty First Century and United Nations Global Compact ten principles in Labour, Human Rights, Environment and Anti-Corruption and by the Universal declaration of Human Rights with it's article 26 also support the higher education on merit basis.
