- Constructing a building for a data center in any state requires one to have a building permit, which can be obtained by your designer or a contractor on your behalf. If you are leasing, buying out the building or planning to remodel it, you will require a zoning permit for this. Your local planning agency or the state's Office of Zoning has the responsibility of ensuring that the existing building is compliant.
