The state of Connecticut offers the Charter Oak Health Plan to uninsured adult residents. It is administered by the state's Department of Social Services and as of June 2010 has three participants: Aetna Better Health, AmeriChoice by UnitedHealthcare and Community Health Network of Connecticut. Interested individuals may apply for coverage for themselves and families via each providers' website. - Aetna Better Health's plan for uninsured Connecticut residents pays for 100 percent of certain preventive care treatment options for participants, including prostate and colorectal exam coverage for men and cervical cancer screening and pre- and post-natal care for women. As of June 2010 there is a $25 co-pay for primary care physician appointments and a $35 co-pay for urgent care visits. Other benefits include $35 co-pays for outpatient rehabilitation services including speech therapy, physical therapy and occupational therapy. Participants are allowed up to 30 visits per year.
The plan also offers coverage for family planning, mental health, lab work, X-rays and prescription drug benefits.

Coverage includes emergency room care and hospital visits, primary care and specialist visits, prescriptions, mental and behavior health care and rehabilitation services.
Benefits include 100 percent coverage of preventative care office visits, a $25 co-pay for primary care office visits, three-tired co-pays as low as $10 for prescription medication (with an annual cap of $7,500), 90 percent of inpatient hospital visit coverage (after the deductible is met) and 100 percent coverage of both pre- and post-natal care. As of June 2010, annual deductibles range from $150 for individuals at the lowest income levels to $1,750 for families in the highest income bracket.
